In Edo, the somber yoriki, Watanabe Ko'emon (Higashiyama Noriyuki), has been worried about his wife, Fuku (Nakagomi Tomoko), who has been melancholic since losing her mother a year ago. His colleague, Sumiyoshi Hikoroku (Matsuo Takashi), suggests that Fuku might benefit from exchanging her late mother's belongings for something new, introducing her to Magobei (Ito Ken'ichi), a young man who facilitates such exchanges while working as an apprentice at an oil shop. Meanwhile, Ryuu (Shinoda Nagase), injured and visiting a local doctor, is captivated by the kind-hearted o-Tane (Ishida Yuriko), but learns she is in a relationship with Magobei. O-Kiku (Wakayama Tomoko) also praises Magobei's discernment, much to the delight of her lover, Saburo (Nakamura Yoko). However, rumors spread that a gang has bought out the entire neighborhood where Magobei and o-Tane live. One day, Magobei is summoned by the wealthy merchant, Suikoji Chubei (Kobayashi Susumu), who introduces him to the influential merchant, Oshuji Seiemon (Nakamura Yoko), proposing a business partnership in "thrift shops." However, Magobei declines the offer. Soon after, the gang begins forcefully dismantling the neighborhood, causing chaos among the residents. In the midst of this, o-Tane's mother, O-Kiyo (Matsushita Keiko), is brutally killed for resisting.
