In 1959, the construction of Europe's largest dam, the Vajont Dam, begins in the Vajont Valley. Led by Carlo Semenza since the late 1950s, the project faces numerous challenges. Semenza's second-in-command, Biadène, disregards natural hazards, focusing instead on local opposition led by communist journalist Tina Merlin of L'Unità. Despite concerns about the unstable terrain, the dam is completed and the reservoir reaches its maximum level. Tragedy is imminent.
