
Workers on strike, fueled by anger, gather outside the governor's residence with their wives and children. The crowd is noisy, attempting to tear down the governor's insignia. His aides struggle to escort him inside, away from the chaos. Stones fly through windows. The governor emerges on the balcony, waving a handkerchief. Nervous soldiers misinterpret his gesture as an order to fire, resulting in 47 deaths. A patriot at heart, the governor cannot stand against his people. Now, inadvertently responsible for these deaths, he awaits his inevitable punishment.
