Barry Yang and Li Yi, dismissed for speaking up for the people, hear on their way home about a retired official, Xiao Master, using his power to abduct a woman and frame Yang Zhenghua and Wen Xiang. They learn that the new Prefect, Chen Kui, has secretly returned home to get married. Seizing the opportunity, Yang poses as Chen to clear Yang Zhenghua and Wen Xiang's names. He summons Xiao, scolds him, and confiscates his bribe money, giving it to the wronged families. Days later, Chen arrives. Neither admits to the deception, so they agree to a public seal-pressing test. Yang devises a cunning switch. When a fire breaks out, he swaps seals with Chen. The test reveals Yang's false seal is now real, while Chen's is fake. Yang hands Xiao over to the local authorities and leaves town with Li Yi.
