In a daring scheme, Islamic terrorists strike a deal with local crime lord Philip Ko. With the aid of a corrupt high-ranking maritime customs official, Robin Shou, they attempt to smuggle an illegal weapons shipment. However, the situation spirals out of control. Officer Miu, played by Miu Kiu Wai, becomes an unwitting pawn, framed and hunted by the relentless detective Simon Yam. Seeking refuge, Miu turns to her sister, Moon Lee, and brother-in-law, Ray Lui, both elite special forces officers, for help.
