In the picturesque town of Yunshan, a young woman named Zhuo Liping (played by Li Yongyong) tosses a note into the wind at the edge of a cliff, clutching a scroll of traditional Chinese painting before leaping into the ravine. She is rushed to the hospital, but only manages to murmur "He Xiaoxue hurt me" before falling into a coma and eventually passing away. Upon hearing the news, young painter Zhong Yuan (played by Nie Yaliang) rushes to the hospital, confessing to her corpse, "I hurt you," a scene accidentally captured by journalist Lu Huaiping. He Xiaoxue, a young official at the Foreign Trade Bureau and adopted son of Mayor Li Zhongming, is arrested due to his ambiguous statements. Mayor Li Zhongming falls ill after this blow, and Prosecutor Lu Feng is considering signing He Xiaoxue's arrest warrant. However, Officer Wang questions the validity of the case based solely on the victim's dying words. Meanwhile, Mayor Li's assistant, Office Director Ye Zhengqiu, conveys the mayor's wish for the case to be handled independently of his health. He Xiaoxue's fiancée, law student Xu Mingming, discovers that Zhong Yuan is the real culprit and decides to defend him. At the trial, Xu Mingming presents evidence and witnesses, implicating Zhong Yuan as the murderer, sparking widespread debate. The court decides to postpone the trial to further investigate the truth.
