
Tonight, as every night, a man burdened with an unavenged grudge arrives on the three main streets. He begs the Yakuza to avenge his daughter's death, leaving money at the shrine. Under O-Kiku's (Wakui Meiko) management, the team - led by Ebina Kozaemon (Higashiyama Noriyuki), master carpenter Ryuu (Tsubaki Saburo), and tile maker Oshin (Nakamura Shido) - takes on the targets one by one. However, when Ryuu is about to carry out his "work," the client appears, armed to the teeth, and stabs the Yakuza himself, declaring, "I'll never forget this." Stunned, Ryuu can only stare as Kozaemon kills the man, following the code of the profession. Disillusioned, Ryuu glares at Kozaemon and leaves. That night, Ryuu disappears... Meanwhile, in Edo, a shocking event occurs. A young man carrying a firebomb explodes in a brothel, taking many lives with him. Kozaemon, now investigating the case, learns from his new partner, Detective Saruwaka Genzaburo (Nakamura Kazuya), that the bomber left behind the cryptic words, "Fear our wrath." Master carpenter Ryuu suggests that the firebomb was not a simple homemade device, but rather, produced by an organization. In a certain mansion, under the watchful eye of a young man named Zaru (Matsumoto Jun), children work tirelessly to create more firebombs. The mastermind behind this, Lord Genbu (Yakusho Koji), oversees the operation, stating, "We still need more." He is the one providing weapons to the aggrieved and orchestrating the bombings in Edo.
